InBrief:Venezuelan operators to reimburse users as price hikes suspended 

The director of Venezuela’s National Telecommunications Commission (Conatel)has announced that communications service operators must reimburse their customers after their most recent tariff increases were frozen by the government. CANTV (including Movilnet), Telefonica Venezuela (Movistar), Digitel and DirecTV (owned by AT&T) had intended to raise some tariffs by up to 900%, in response to both hyperinflation in Venezuela – expected to exceed 700% over 2016 – and the inability to acquire sufficient foreign currency under the country’s restrictive system. A direct order from Venezuela’s President Nicolas Maduro, however, meant that the companies must now pay back the difference in old and new tariffs charged to customers over the last few weeks.

***The Central bank of Nigeria has advised Nigerians at home and in the Diaspora to beware of the unwholesome activities of some unlicensed International Money Transfer Operators in the country.It said in a statement by its Acting Director, Corporate Communications, Isaac Okoroafor, that the warning had become necessary because of the activities of some unregistered IMTOs, whose modes of operation were detrimental to the Nigerian economy.Okoroafor stated, “All financial service providers in Nigeria, just as in other jurisdictions, are required to be duly licensed in order to protect both customers and the financial system as well as to ensure the credibility of financial transactions.

***China Unicom, China’s second largest telecom provider by subscribers, has fully upgraded its fixed networks to fibre-optic technology in eight provinces and 130 cities, news portal C114 reports. The operator’s fibre network now reaches around 177 million broadband ports, more than 66% of which are fibre-to-the-home (FTTH).

***Indian telcos claimed that Reliance Jio is masquerading full-blown commercial services under the guise of a trial, flooding their networks with outbound voice traffic.
It is reported that the Cellular Operators Association of India (COAI), a lobby group representing GSM telcos, wrote to telecom secretary, arguing that Jio's 1.5 million 'customers' are making full use of its free trial service, which has been up and running since December, and is now causing a traffic imbalance at interconnection points.

***Vietnam ISPs hit with broken AAG cable .The optical submarine cable route AAG to Vietnam has been broken since August 2 and will take at least another ten days to repair.
